NEALS is an agreement between the Commonwealth Department of Education, Employment and Workplace Relations (DEEWR), the State & Territory Education Departments, and the Catholic and Independent School sectors. 

NEALS was designed to lower copyright costs paid by all Australian public, Catholic and independent schools, allowing schools to copy NEALS materials free of charge for educational purposes. 

NEALS applies to all non-commercial CEWA publications both print and digital, including information contained on the CEWA website and should be badged accordingly. Such publications may include curriculum materials, administration documents and policy materials, however NEALS does not apply to confidential information.
